Since the scandal erupted last year, the Bush administration has blamed it on a small group of soldiers.
But investigations have shown many prisoners in Iraq, Afghanistan and at the U.S. Navy base at Guantanamo Bay in Cuba also suffered abusive treatment after the government looked at ways to obtain more information in its war against terrorism.

Bush administrastion blames troops, nice, send our kids into fucked up situations, tell them to torture people, then blame them for it too.
Anyone who thinks no Officers and commands were involved in this, doesn't understand the military, sure people can do some crazy shit without or against orders, and MAYBE (depending on circumstances) not have anyone know about it, but systematic and identical torture in various facilities, give me a break.
And the main reason officers would do it, the same reason as the soldiers, orders from above.
Thats just the name of the game. If it had been a freak and isolated incedent, that would be different. But that simply is not the case.
Soldiers perform torture worse than Saddam, and low ranking soldiers get the blame. Well, I'm guessing Saddam may have done some torture first hand at some point or other, propaganda would suggest such, but I guarantee most were by orders.
Hmmmm.....
Where does that leave Bush. Wake up and smell the blood urine and feces of the beaten already.
