A CTL of 1 means that Decapolis is a contributing member of Captain Cynic.
This type of discrimination is all about money. Colleges or employers are given or denied money based on the % of minorities they allow. It's basically government promoted discrimination.

The human species will lose its humanity, and all that entails, if it's not given a chance to sort out its problems through understanding at the individual level. In my view, the legislation of tolerance and altruism (a.k.a: progressivism) will eventually result in a mainstream shift in the mindset of the average person. Whether said social compulsions will lead towards universal tolerance I can't say for sure, but what I am sure of is the risky side-effects including, but certainly not limited to: a decadent way of thinking and therefore learning, a less driven population mired in turpitude, and lastly greed being replaced by need. It should be said that while I don't particularly care for greed, in a modern economy, wealth can be created, rather than simply shared.

Bottom line: If I were minority with great hopes for a truly colorless society, I would be offended by these diversity laws, and by the NAACP. I think they diverged from M.L. King Jr.'s "dream" a while back.
