Does anyone know what this movie is called, its about a serial killer?

its about this girl who lives in an apartment and she has this map next to her kitchen and this serial killer calls her on this yellow phone in her kitchen and tells her where he is and then the puts like a tack wherever he is and he keeps getting close to her and then she calls the police cuz shes the next one in the map and the police officer sleeps on her couch but the serial killer gets a hold of her and puts her in a room with one light and yells at her thats all i remember please help!
