Super Rats

This idea arose when I saw a rat in the park on the walk home...

(Fictional) An escaped rat from the testing facility cross-bred with another escapee from the testing facility across town... Their babies now carry two genetically bred attributes... These glow in the dark rats with ears attached to their backs trip out the stoners as they scurry from drain to drain in the park...

Now they're out there, is it possible if sufficient contact is made with other animals they may develop similar attributes? Could you pet rat somehow make you glow in the dark? Did you really need a third ear?
