Moving or Still…
When you look or listen to something, do you see or hear it as moving? Or is it still? Or is it different at different points in time?

Is it possible that…
…If you are following a moving object, and you are still, you may see it as still.
…If you are following a stationary object, but you are moving, you may see it as moving.
…If both you and the object are moving, you may see the object as moving.

If so, then…
It would have something to do with the way you receive the information of such vision and hearing.
Basically if you are moving, the object moves also. If you are stationary, then the object appears still.

This idea would relate to an idea I've posted before in ‘Out of the Corner of Your Eye', where the mind seeks to take something seen out of the forefront of vision, and re-view it by placing it nearer the centre of your vision.
This idea works with your memory of the vision, and the idea that something is more readily viewable when placed nearer the centre, or forefront, of your visual field.

(Of note, is that there are times in between views of two separate things (separate both in time and placement) where the eye reassesses it's coordination with what it is looking at.
For example, changing focus when looking at something in the distance, after looking at something nearby.)

Ya . the cop pulls out a pen & ask the person to follow its movement . . actually our eyes (motor coordination) is a developed character. Our focus tends to jump rather than scroll along a line.
