plus proxies. don't forget web proxies. no matter how many are blocked they'll always be a new one they don't know about. Also at my uni all the terminals have distinct IPs. all you need to do is to shuffle across. of course you can block a whole sub-net but at what point do you end up punishing others by blocking the computers they would use.
