Control?!

I was having a discussion over the weekend with my mates over who has control over the descission to have sex when you meet someone you like?
Is it the girls, who can say no sorry not interested when guys come up to them and ask if they want a drink etc?
Or the guys who really dont deny any girls a knock back?
Do us woman have control over you men or is it the beasts that rule the world?

Men are always willing and there has to be mutal concent so I guess then men's willingness can become women's control- But I guess the opposite can be true as well a man could play it the other way as well but I think that sort of game could quickly destroy a relationship-
(I am not sure about the term 'knock back' a sexual encounter or demial?)
All this talk of control and beasts- are there ropes and whips involved to?

Just jokes but that is another interesting facet of sexuality that is somewhat related- Are those who initiate a sexual encounter those who control or lead a sexual encounter?
