It's quite simple actually, the computer controls everything nowadays, but the drivers input is always the deciding factor. So you have this Cadillac with 1,000 hp/1,000 torque, via a V-12. You are driving in town at a stop and go rate -you never shut those cylinders down. You jump on the freeway and put your foot in it -you never shut down those cylinders. You get to a cruising speed, 55 mph or so, and it shuts down eight cylinders or so, and you cruise at highway speed, but if you go to W.O.T. = Wide Open Throttle, they turn back on.
